My question is why wasn't a trooper who conducts himself in less than honorable and actually criminal type conduct while representing Alaska's state police force ever fired in the first place?

Mrs. Palin is very smart not to participate in the democrat fabricated left wing assault that again refuses to look at accountability where accountability is due. Which is, the trooper and the man who didn't fire him.

This trooper poached(killed)a moose out of season. This trooper was caught and convicted of the crime and yes he was already a state trooper.

This alone is not only stealing and tells the character of the man but also leaves the babies without parents. He should not be a police officer anywhere.

This trooper was known for drinking while on duty in his duty vehicle in the field. He is only older now and is a time bomb waiting to happen.

This trooper told his father in law he was going to kill him in domestic violent confrontation.

Why is this idiot still on any one's police force?
