American HIV Immigration Ban To Be Abolished

Today President Barack Obama will signal the abolition of the red tape preventing many people, who happen to be HIV positive, from travelling freely between the United States and other countries. Why was this ban there in the first place? I don't understand it since HIV is not contagious (except through exchange of bodily fluids) unlike H1N1 Flu or SARs.
