Ann's Campaign - Murder and Senseless Violence

When my sister was a freshman in college- her high school best friend was murdered. It was a senseless act of violence. She was visiting friends in Washington state and during her visit she, along with 3 of her friends, were in a car driving somewhere.
The person in the car behind them became really pissed that they were driving slowly. He followed them and shot out the tail lights of the car. One of the bullets went through the car and killed Ann who was sitting in the back seat. They were driving slowly because they were unsure of where they were- and this was enough of a reason for someone to want to kill them?
Why do people do this? Things like this just don't make sense. The death of Ann Harris was very difficult for my sister to deal with- especially since she was in her first year of college and more than 2,500 miles from home.
So, whatever happened to the shooter of Ann Harris? They were unable to convict him in a court of law, but I just found out that in May of this year- her family was able to get a civil conviction.

Please drive carefully, and think twice before getting upset at someone's driving- they may be driving the way they are for a reason.
You never think that someone close to your family could be murdered or be a victim of senseless violence, but it does happen and we shouldn't take anything for granted.
