Arizona has been one of the United States fastest growing states for twenty years. In suburbs outside of Phoenix and Tuscon hundreds of thousands of massive houses were built and sold to newly retired residents of Washington State tired of the constant rain.

As the construction companies sought to increase their profits by hiring illegal immigrants who brought their families along with them the state's schools became over crowded, hospitals were overwhelmed with uninsured patients and there were so many prisoners in the Phoenix jail they had to "housed" in tents.

The Arizona State Legislature could, of course, raise taxes to build new schools, expand hospitals and construct new jails.

Arizona has been a low-tax state, a place where New Yorkers could move to when they retire and play golf everyday under the sunny desert skies.

The Arizona Legislators decided to penalize employers whose employees are not verified by the Department of Homeland Security E-Verify System that uses the Social Security records to determine if employees have the right to work in the United States.
