Army captain accused of stealing hundreds of thousands of dollars.

Captain Michael Dung Nguyen is being accused of stealing $690,000 in cash. Somehow he is said to have mailed bundles of $100 bills to himself right before he left Iraq.

How does that happen? How does one person have access to hundreds of thousands of dollars in cash with no checks and balances? It took the IRS noticing suspicious deposits before we became aware of what he might have done. Sad.
