Being Uninsured is Better Than Being Underinsured When it Comes to Children's Vaccinations

This is maddening, as these people are trying to pay for some coverage for their children. They are at least contributing somewhat toward their children's health costs. Those who are completely uninsured are getting access to more health care benefits than those who are trying to insure their children's healthcare costs. What's wrong with this picture? I'm not saying that the uninsured kids shouldn't get these vaccines, but why should kids whose parents are trying to foot the bill be penalized by some loophole for the insurance companies not covering these vaccines?
