Now that almost everyone has it they ought to start having licences for owning cellphones. Some guys and of course gals are so rude and so insensitive to people around them. Or maybe they can have tickets for cellphone misbehavior which will deduct the penalty from one's cell bill. Read if you have your cell phone manners right
