cluster bomb and its threat to civillian lives

Cluster bombs are prohibited under the Convention on Cluster Munitions, which was adopted in Dublin in May 2008. Cluster bomb can release unexploded small bomblets over a wide area and
hence could lead to loss of civilian lives long after a war has ended. Some major producers of this bomb have refused to be signatures to the ban of cluster bombs. In Oslo Norway supporters for the ban have come together to sign a treaty banning these bomb which they hope will shame the US, China and Russia. Is there hope that these countries that are major producers will support the ban in near future? This is an answer I cannot make now. But I hope these countries will look at the catastrophic effect of these bombs and support the ban. So that children in war ravaged countries will be able to return to normal life quickly
