Dancing Prisoners, Discipline or Abuse

The Governor of the Cebu prison located in the Philippines has put the prisoners to work dancing! This is totally entertaining to watch and a feat of choreography and discipline. They dance to 80's classics like 'Thriller' by Micheal Jackson.

I was astounded the first time I saw them dance, but after watching a 'First Cut' about it on Channel 4 I am unsure whether to make them dance is a breach of there human rights. The prisoners dance for 11 hours of the day on very little food. The producers of 'First Cut' were not allowed to talk to anyone who refused to dance and the prisoners have no say about what they dance to.

It seems the Governor has them dance for his and his families pleasure.

I am not denying that these hardened criminals are in need of discipline but should that be for the pleasure of others?
