How about giving death row inmates (in America), a choice - a choice of going to almost certain death, if their lawyers can't stretch out their appeals process, long enough - or they could be given the choice to fight like the gladiators did, in Ancient Rome - their incentive, you ask? Well, the guy who dies...dies (he was going to die, anyway) - but the winner gets his death sentence changed to life in prison, with no possibility of parole - these are vicious killers, after all - and the American public would get that bloody, gory, cathartic entertainment, that they can only find in movies, now.
