The cash for clunkers program has begun to stall as funds originally allocated are drying up. Car dealers have used the program to create massive hype and are often providing matching funds. The premise is that if you trade in your gas guzzling car for one that is more fuel efficient you can get up to four-thousand five hundred dollars. The guzzler isn't supposed to be resold.
