Writing articles is as they say one percent inspiration and 99% perpsiration. Writing a good article, even if you are a competent typist, takes time. Too many beginning freelancers are taken in by low rates becuse the person is offering to give you a big order. This is not best way to make money with your writing.
If you are just starting down the road of writing web content for other people then before you start you should have some sort of idea of how much you expect to earn per hour. If someone asks you to write 300 words for $1.50 - that is half a cent a word. Even if you can write 4 or 5 an hour it is below the minimum wage - if you are UK writer like me then it is way below the minimum wage.
Get yourself some written samples, you can do this by submitting your work to article directories such as ezine articles. Once you have some samples or clips that you can point people to you can ask for a better rate. 1cent a word is bad enough, anything else is just a slave labour rate. If you have clips then you can start to name your rate, once you have some satisfied customers ask for testimonials that you can post on your site or writing blog. After a while you will soon see requests for your work growing.
