A man by the name of Phillip Paul escaped while on an outing to the local county fair. Questions are raised of course. Who let him out and allowed him to be in a huge place full of people when still deemed to be dangerous? How often do we come into contact with such criminals? And finally, why wasn't he more thoroughly looked after?
