Is this fair to Independent Contractors (unemployment benefits)

Is this fair to Independent Contractors (unemployment benefits)

Being and independent contractor for many years, paying my unemployment taxes as well as all the other taxes involved in my business, I was appalled to learn this. Even though those that where fired for being lazy could claim benefits, when work became slow or nil, those who paid in could not claim benefits. Is this fair to those contractors.
