There is a drop down for your county but only if you are in West Virginia.  I submitted the form without choosing a county and it went through. Here is a direct link to the sign up form:

Free samples and free items are usually offered by a company or organization that may have a limited supply.  If you see an item you are interested in receiving be sure to request it as soon as possible.  Many items are available for very long periods of time.  Companies and organizations send out free samples to give the consumer an opportunity to try the item out before they buy.  Most ask that you limit your request to one per household.  Repeated requests are often denied or may result in that Company discontinuing free samples all together.  Often the Company may be building a data base of email addresses to be able to send advertisement to.  You can always set up a free email account and use that address for receiving advertisements.
