.cc is the country code for the Cocos (Keeling) Islands, a territory of Australia located in the Indian Ocean with fewer than 700 residents. It's pretty easy to remember and, best of all, you can get one for free. (If you donate $10 you can register 100 of the free ones.) It's not some MLM scheme, it's just a smart marketing idea to bring attention to the domain and highlight some of the premium domain names they offer that are NOT free.
