How Does a Tie Between He Kexin and Nastia Liukin Place Nastia Second?

Both Nastia Liukin and He Kexin scored a 16.725 on the uneven bars at the Beijing Olympics. How does that place Nastia second? What breaks the tie? Nastia looks incredibly confused. As would I.
