Dwight Pannell, 43, of Columbus, Ohio, was booked on charges of voyeurism, assault and criminal trespass after a woman seated at a library table felt something cold on her foot and looked under the table to find Mr. Pannel. He was crouched holding a syringe containing salt water with which he was spraying women's shoes. Shoe fetishes are one thing, but what's up the salt water?

Pannel didn't have anything to say in court on Thursday, but his lawyer argued that he hadn't done anything that warranted his arrest. Undoubtably a few Freudian psychologists would love to talk to Pannel.

The judge set Pannell's bond at $75,000.
