The problem starts with the fact that Nigeria is not on Paypal’s list of countries which can be found here.  It is purely speculation on my part but I would guess it is due
Nigeria’s laws, combined with the amount of fraud coming out of Nigeria.  However, if you absolutely must have access to a Paypal account, and use it in Nigeria, here are a few steps you need to take.
