paypal sneaks in new fee's?

paypal sneaks in new fee's?

Now days everybody use's paypal for about almost anything you can think of, but when was the last time you looked at the Terms of Service?
It seems alot of people are just realized that paypal is now  assessing a fee of 2.9% on on purchases marked "goods" or services" to personal accounts.
alot of people would have rather recieved a email telling them about this and feel that paypal is just being underhanded?

what do you think?
