Sagging -- Started In Prison gangs
We've all seen it, the young guys walking funny because their pants are drooping well below their waist. They get to show off their boxer shorts. They also risk a serious case of chaffed inner thighs. This is called 'sagging'. It started with prison inmate gangs.
Why is it that are young people want to emulate the trash of our society? I don't think prison gang members would be considered role models. It seems that our youth have adopted the dress code from the worst our society has to offer.
Every clothing fad you see now started with street gangs and/or prison gangs. The stupid gold chains loaded with large gold medallions. The XXX-Large t-shirts or basketball shirts. The wearing off pants with one pant leg rolled up ( a sign of gang membership). etc etc.
Do our young people really want to emulate the dregs of society? I would like to think that if they knew the origin of most of this style and fads they would choose not to emulate them.

Although this does not attempt to diminish your point at all, it should be noted that sagging was not precisely began by "prison gangs" as much as it was born out of the lack of belts, which are not allowed in prison to reduce suicide occurrences. Hence, one wouldn't necessarily be part of a gang to be found sagging in prison. Just a little addition to your post :).
Fashion Statement
I think it's just a fashion statement. Something they think is cool. I doubt most of them know where it came from or why.
