Federal law states that the executive qualifications of each SES appointee is established by the OPM (Office of Personnel Management).

The Executive Core Qualifications (ECQ’s) demonstrate the leadership skills needed to succeed in these Senior Executive Positions.

The ECQ’s were created for the assessment of a candidates Executive Experience and potential. They demonstrate the Executive Skills needed to succeed in an SES position.

Successful performance in the SES requires competence in each ECQ.
