The web is a different place from what it was in 1999. There was little dynamic content. Most people did not use that type of content because of the drain on bandwidth. Not to mention the quality was simply "crude" back then.

The web has changed. Now we are in the "Web 2.0" stage. We see instances of sophisticated web design. A lot of it is offered free of charge by web/graphic designers as long as they are able to advertise their service on your blog or website. If you are satisfied with the generic varieties, there are plenty to choose from across the internet.

However, if you want your own customized design for your blog or website you need to hire an experienced Web Designer who can deliver on schedule.

When looking for a Web Designer to fit the bill make sure to check out his or her portfolio. Try out the samples or free stuff the designer has to offer.

There are three (3) main things to look for when hiring a Web Designer:

Number 1. Usability - Does the Web Designer allow seamless navigation on your site? You don't want your visitors to find it hard to locate what they are looking for. If that happens, your visitors will become frustrated and leave. And, I can just about guarantee you they will not return.

Number 2. Fast Loading - Make sure the Web Designer understands "bits and bytes." Graphics should always be sized for "the web." If your site takes "forever" [it's heavy] to load your visitor will exit and not return.

Number 3. Appealing - Your website or blog should be appealing to your visitors. Make sure your Web Designer has the proper education in "color combination and placement." You and your Web Designer should agree on what colors draw your visitors in and know the color combinations you should avoid.

Finding a Web Designer who understands your vision and can meet your deadline is a challenging task, but it is rewarding. If you have a good idea of how you want your site custom designed, then view a prospective Web Designer's portfolio. Discuss your project with the professional and you should get the results you want.
