Typical Administration Move.

Dick Chaney realized early that "Government Science" and learning about Global Warming (Climate Change) by examining the Earth's radiation budget -- could pose a risk to money planned to be skimmed from the "War on Terrah" appropriations -- whose "mission" was accomplished nearly 5 years ago. Recent drastic cuts to Government Science, science that is in the global public interest, science that might actually finger who has been doing what to muck up the planet -- has, under the current regime had a heyday of emasculation, until mention of holding those actually responsible -- responsible -- for what they have done to the climate and to manufacture those threats like the "War on Terrah" to allow massive continued skimming from the American taxpayer without actually increasing safety or equitably distributing the wealth wrested from the environmental commons.

NASA's Clouds and the Earth's Radiant Energy System (CERES) sensor was in danger of being eliminated, essentially inactivating the capability to acquire and use several years worth of data -- actually, interrupting a critical data set at a crucial time. It may be that we have reached and passed the "tipping point" in climate -- and data concerning the the radiation budget is too important just now to allow any discontinuities.

It would have meant a clear loss of some of the most important data scientists use in actually measuring and quantifying global warming. A major portion of the energy received from the Sun is at short wavelengths, like visible light that is in the frequency where Wein's Displacement Law dictates the maximum energy of the Sun is emitted. That is, "much of the incoming" to the Earth from the Sun -- is in the visible range. Absorbing this short and visible wavelength energy translates it to lower frequency infrared. This translated energy is the majority of energy emitted by the surface of the Earth and by clouds and is radiated to space at long wavelengths.

Increases in the amounts of greenhouse gases (gases in the atmosphere that absorb the long wavelength energy emitted by the Earth) can and will lead to the warming or "over-warming" of the Earth's surface, and the extinction of thousands of species. If this occurrence is detected early enough perhaps some mitigation of the negative effects can occur. Reversal requires planetary-scale efforts, new advanced technology -- and likely an assignment of blame to cause the needed changes in Financial and Business models of the future.

(If a rational grasp of the science's accuracy is made quickly enough, there exists even the possibility of assessment and assignment of major responsibility -- and a quick civil mechanism for recovery of funds and "mitigation resources" from those primarily responsible for the climate disaster. One can imagine the "hiding of funds" by those responsible as quickly as possible or attempts to escape using the financial resources that were based on "criminal" environmental activities that climate science can definitively outline and trace.)

But enter the Administration's minions of 2005 - 2006. Two years back, amidst a "mandatory" Pentagon review, a similar Earth-looking radiation-measuring device and five others were pulled from the planned $12.5 billion National Polar-orbiting Operational Environmental Satellite System (NPOESS) satellite to make the program "less risky" and "save money," the Pentagon quipped.

Also, the Administration also wants to delay the satellite for 3 years, to 2013 -- due to "difficulties with a weather sensor." Then, as you will see below they want to eliminate it completely since a stop gap package "might" fly on the pilot project.

Understand these are not always subtle means and efforts to hide the damage to the planet these satellites would detect early via an accurate and continuous record -- in every way as compelling as the Mauna Loa C02 record.

By delaying the collection of data long enough, more money can be taken while damages aren't seen to be apparent and the trail of criminal evidence can be muddied. Here is how: This climate data is absolutely critical, and the methods of calibration of the sensors is simplified and accurately fast-tracked by having the new satellite measurements overlap the existing ones -- whose design-life limits are very near and whose data and connectivity trail could be lost to mankind by a delay in instrument deployment. Further, the dodge is claiming the need for the funds elsewhere -- to fight the "War on Terrah." (You know skim every possible source -- especially if it can lengthen the time before society prosecutes you, skimming and banking the loot all the way into the future.)

Fortunately, there are intelligences at work the Administration "can't control" -- without making plain as plain-truth an admission of culpable guilt and responsibility for the public to latch on to moving general social retribution closer to realization. Recognizing the sleight of hand, a group of NASA and NOAA scientists are placing the CERES instrumentation on a smaller NPOESS Preparatory Project, a pilot satellite which launches in 2010 -- and becomes the "insurance" that can bridge the DOD and Bush Business as Usual "lack of vision" and provide the planetary climate oversight mankind needs to help with the long-term species and planetary life's survival. This is something that the Bush Administration has traded for short term, quick profits. The NASA-NOAA group's instrument inclusion to the pilot satellite can insure the data flow at least through 2015 a Northrup Grumman spokesperson said. (Northrup Grumman is building NPOESS.)

The scientists aren't totally out of danger of data/evidence elimination yet, though. Trying to keep the needs of humanity and the planet from looking like a "counter-conspiracy" to the subtle moves of the Bush Administration is becoming more difficult. Right now the Bush Administration hasn't decided to restore the CERES equipment to the later main NPOESS mission -- which would allow the critical data to continue through 2020.

To the Administration, climate understanding requirements will not drive the NPOESS mission. After all, Northrup Grumman is a "defense" contractor. Defense does not mean defense of the nation, or the species, or the planet's life and sustainability -- but "defense and expansion" of the military industrial complex's income stream.

Oh. Don't misunderstand. The following agencies and "interests" will also be served -- but not as well by removing the climate monitoring tools. It is not really big science as much as it is big business.

That is why $12.3 billion dollars goes there -- but Big-Carbon-caused Global Warming and proof via science is not even an "also-ran" in the scheme.

The four polar orbiting platforms now collecting data will be replaced by three platforms in the NPOESS, operated by the three agency Integrated Program Office which includes DOD, DOC, and NASA.

I mean, really, what would Global Warming denialist Coleman and his Weather Channel do with definitive climatology, the trail of evidence and the warming data?

You probably can't imagine the Weather Channel people smiling and saying, "Today it was finally confirmed that the feared tipping point was passed during the years of the George W Bush Presidency, specifically in 2006. All Arctic Polar Summer Sea Ice is expected to vanish, now 16 years earlier than forecast during the former President's tenure in office. As the complete trail of evidence is coming to light movement in the Justice department is accelerating.

"Extradition papers for Bush and top aids, including Rove, seen in Saudi Arabia and Dubai recently, are being issued. Warrants for criminal activities performed by specific individuals while in office have been issued by the First District Federal Court and provided to the Attorney General. With the papers ready, special prosecutor is making arrangements with Saudi Officials . . .

A Justice department source, wishing to remain anonymous, lamented the passing in the recent crash of a chartered luxury aircraft of former Bush officials who had been on their way to join their former leader somewhere in Saudi Arabia. "We are quite sorry we did not get to bring those people to American justice. If we had been issued the warrants earlier, they would never have been on that fatal flight. They could likely have lived out their days in facilities here, or possibly even have been released when their time was up. . ."

"Former Congressional conspirators are also being sought along with some Federal District Court judicial aides and a list of people involved in the Ohio election fixing of 2004. Most of the Florida participants of the 2000 election theft are already serving time in Florida.
