Virgin Islands Police Department Solvability in Homicides Good only when Suspects Surrender
posted December 3, 2007 - 6:21amDecember 3, 2007, - Virgin Islands Police Department under the misleader ship of Commissioner James McCall, still proves that homicides are only solved when suspects volunteer and surrenders to police.
On Thursday, November 29, 2007, Michael Steve Abraham surrendered to police on St. John, 20 minutes after killing Alston Smith, 22. When brought before Judge Leon Kendall for his arraignment, the Judge could only find probable cause to charge him with possession of an unlicensed firearm.
The police continue to prove their inabilities in writing a probable cause fact sheet. With this continued incompetance notwithstanding, a suspect surrendering for murder could still not be charged in a Court of Law for it.
