Why Are Dogs Still Being Left in Hot Cars?

The article in today's USA Today online describes in graphic detail what happens to dogs left in hot cars, hoping that the description of what a dog endures before dying from the heat will be enough to get people to pay attention.
I am frustrated because I don't understand why this is still an issue. In fact, even though I hate Math, I'm pretty sure I can figure out the following formula: Hot cars + dogs left in them = imminent death.
It's a tragedy that can be avoided easily by leaving the dog at home. I don't want to have to call the police to come break a car's window to save a dog but I will. And I hope the owner of said dog gets an enormous fine and charged with animal cruelty.
I am truly at a loss for the lack of common sense exhibited by the dead dogs' owners.
Now if you'll excuse me, please, while I go bang my head on my desk.
