This is a take it or leave it type situation. I have seen this done and it looks fairly legitimate. But it probably isn't. It is probably more likely considered graffiti or defacing public property. I don't know for sure butif you know add your 2 cents below!
Basically you will need a couple of simple items to get started.
1 can of white latex outdoor paint
1 paint brush 4" or so
1 can of black spray paint
2 packs of number stencils "0-9"
Essentially what you do is take these items and go door to door down the street. You stop at each address and paint a white patch on the curb near the driveway. Next pull out and arrange the appropriate numbers against the curb(a bit of masking tape might be a good idea for this). Next using the black paint, spray paint over the stencils. So basically you have painted the curb and then the address numbers in front of the house.
Next or first if you like, approach the home owner and request a small fee for this service. Back when I had seen this done in the early 90's they were asking for $10 or $15 for this "service".
That's it. Some folks pay some don't. Some appreciate it some don't. I'll tell you right now, my Dad didn't care about having it done and didn't want to pay for it.
You could ask for a donation rather than a fee. It is a useful type service in that it makes it much easier to see the addresses on the street.
Why I think it is illegal or even perhaps scam like. You are painting on public "city" property, you are not a non-profit so donations are possibly not allowed, you can not really run this as a full fledged business issuing receipts and so on. Your simply moseying on down the street painting addresses. It works even better with a partner. One to handle the painting and one to collect the money.
If you are desperate and need to make ends meet, you can't beat the easy start up costs. But, like I said if it is illegal then you may end up in trouble.
Do you due diligence and use common sense here.
